 Appointments to Committees and Outside Bodies

Report of the Assistant Chief Executive Legal and Democratic Services

1.0	PURPOSE OF REPORT
1.1	To enable appointments to Committees and Outside Bodies to be considered.

2.0       APPOINTMENTS TO NORTH YORKSHIRE COUNCIL COMMITTEES

2.1 Children and Families Overview and Scrutiny Committee

Following the appointment of Councillor Caroline Goodrick to the position of Chair at the meeting of Council on 13 February 2026, a vice chair of the committee needs to be appointed.

2.2       Pension Board

Sam Thompson is a Scheme Member Representative on the Pension Board. Her 4-year term ran from November 2021 to November 2025 and so she needs to be re-appointed for a further 4-year period.

2.3       Pension Fund Committee

Councillor Peter Wilkinson to be appointed to the vacant position of Vice Chair of the Pension Fund Committee.

2.4       Health and Wellbeing Board

Local Authority Officer appointments:

· El Mayhew, Corporate Director for Children and Young People’s Service, to replace Pete Thorpe.

· Abigail Barron, Corporate Director for Health and Adult Services, to replace Richard Webb.

Integrated Care Board appointments:

· Matt Sandford - Director of Partnership and Place – Bradford District and Craven Health and Care Partnership (part of NHS West Yorkshire Integrated Care Board)

· Mark Bradley - North Yorkshire Place Director, Humber & North Yorkshire Health & Care Partnership

· Amanda Bloor - Chief Operating Officer, NHS Humber and North Yorkshire Integrated Care Board.

2.5       Harrogate and Knaresborough Area Planning Committee

            There is a Conservative and Independents vacancy on this area planning committee that needs to be appointed to.  The membership, following the changes to political proportionality at the meeting of Council on 13 February 2026, is as follows:

            4 Liberal Democrats and Liberals – Councillors Chris Aldred, Philip Broadbank, Hannah Gostlow, Peter Lacey

            2 Conservative and Independents – Councillor Robert Windass and a vacant seat

1 Green and Independent – Councillor Paul Haslam.

2.6       Standards and Governance Committee

            At the meeting of Council on 13 February 2026, Councillor Heather Phillips stood down from the committee.  As such, the position of vice chair is vacant and needs to be appointed to.

2.7       Yorkshire Dales National Park Authority

            Following the changes to political proportionality at the meeting of Council on 13 February 2026, there is a vacant Liberal Democrat and Liberal seat that needs to be appointed to.

3.0       IMPLICATIONS

3.1       There are no equalities, finance, legal or climate change implications arising from the recommendations in this report.

4.0       REASONS FOR RECOMMENDATIONS

4.1       The appointments are to be made by Council as per the Council’s Constitution.

5.0	Recommendation
5.1	That the Council confirms the appointments to current vacancies on the committees, as per section 2.0 of the report, as nominated by the political groups.
